Sinopsis:

Kisah sekuel keempat ini berlangsung di tengah-tengah rekonstruksi pasca perang pada musim dingin 2028. Ketegangan meningkat di New Port City demonstrasi diadakan mengenai kepentingan kartel asing. Hal ini menyebabkan insiden penembakan yang melibatkan polisi anti huru hara.
